The course is intended to offer an extensive overview on current reforms of public administration in Europe, with particular emphasis on the changing patterns of the administrative development within (or due to) the EU membership. In the first part main processes are analysed: reforms in European states, including changes in the civil service as a particularly important issue; decentralisation process, enhanced by the subsidiarityy principle; and the developments relating to the quality and innovation in public administration, with special reference to effectiveness and appropriate regulatory instruments. In the second part the changing role of public administration within the EU is analysed, especially the efforts made by the European Union to help candidate countries to reform their public administrations. New European policy and regulation regarding the provision of civil services will be presented, as well as their institutional consequences (regulatory agencies). Finally, the role of public administration in implementation and coordination of European policies is analysed. The third part offers an introduction and an overview of public administration and public sector reform in Croatia, in terms of modernisation of central government and administration, and with regard to the improvement of public services provision, both at the local level and at the state level, with special reference to the regulation agenda. Building on the previously taught units, students will be able to assess relative success of Croatian reform process within the European and EU realm. |

The next meeting will be held on Monday 25th March 2019 at 10.00 (Cirilometodska 4, hall C-V).
The dates in the schedule below are only indicative (indicating the week of lecture).
Teaching takes place in form of the introductory lecture followed by the student presentations of their readings and discussion (discussion group).
Teaching starts on 28 February and ends 30 May 2019.
To be able to participate in the teaching session the students are required to prepare at least one reading from the list for each meeting (reading material approximately 20-30 pages per meeting). The student is expected to present orally and discuss in the group.
The assessment of the student achievement is comprised of the assessment of her/his activity during lectures (presence, presentation, discussion) 50% and the essay 50%.
Students are free to define the essay topic according to their interest and upon the consultation with the teacher. The final decision on the topic of the essay should be made by 16th May. Upon the decision the students will be assigned to the mentor.
The recommended length of an essay is 20.000-28.000 characters (with spaces; approximately 10-15 pages), presenting the problem addressed in the paper, a literature review, a research (if applicable), discussion and conclusions.
At the last meeting the students are expected to present their draft essays (powerpoint presentation).
Students are required to submit their essays by 12 June to their mentors.

Teaching takes place on Thursdays from 12:00 to 14:00 in the upper town building Ćirilometodska 4, hall V (ground floor).
The meetings cover 9 topics, three each month. The first meeting is introductory meeting, while the last meeting will be focused on the essay presentations.
Students who did not attend the first meeting on 28 February are welcome to attend the repetition of the introduction on Wednesday, 3 March at 12.00 (Ćirilometodska 4, 1st floor, room 32).
