A.a. Knowledge and understanding
After successfully completing the course, students will be able to:
1. explain basic concepts of public administration and models of huiman potentials' management connected with it
2. define basic categories of staff employed in public administration
3. recognise characteristic features and the role of state, local and public servants
4. understand special characteristics of civil servants' law with regard to labour (private) law
5. describe the difference between traditional personal function and modern function of human potentials' management
6.identify strategic and individual components of human potentials' management
7. group traditional and new methods of human potentials' management
A.b. Application
After successfully completing the course, students will be able to:
1. interpret basic models of humanpotentials' management
2. use acquired knowledge in the assessment of current reforms of civil service system
3. select an adequate method of human potentials' management according to the type of administrative organisation
4. apply relevant regulations from the area of civil service legislation
5. outline drafts of regulations from the area of human potentials' management.
A.c. Analysis
After successfully completing the course, students will be able to:
1. differentiate values, aims and methods of traditional and modern manners of human potentials' management
2. compare and connect civil service legislation applied in individual territorial administrative levels (local, regional, central level)
3. distinguish specific characteristics of humanpotentials' management in public administration with regard to human potentials' management in the private sector
5. examine similarities and differences of human potentials' management in Croatia and comparative civil service systems.
A.d. Synthesis
After successfully completing the course, students will be able to:
1. propose measures for the improvement and modernisation of civil service system in the Croatian public administration and local and regional self-government
2. organise personnel service in administrative organisations in accordance with modern methods of human potentials' management
4. formulate proposals for strategic approach to human potentials' management on all territorial levels
5. manage smaller organisational units for human potentials' management and ethics of civil service
A.e. Evaluation
After successfully completing the course, students will be able to:
1. evaluate Croatian legal regulations from the area of civil service legislation and human potentials' management
2. assess and norm EU guidelines in the area of civil service legislation and human potentials' management
3. examine the scope and applicability of comparative experience and models to Croatian civil service system
4. assess reforms of civil service system and their influence on the efficiency and quality of work of administrative organisations
5. recommend adequate methods of human potentials ' management considering the role and character of administrative organisation
Knowledge is tested by oral and written examinations and mid-term examinations.
The examination consists of the written and oral part.
1.1. Written examination
Written examination consists of the reproduction, understanding and explanation of acquired knowledge and is primarily connected with learning outcomes uner A.a. (knowledge and understanding). A positive grade is a basic prerequisite for taking oral examination.
1.2. Oral examination
Oral examination is connected with learning outcomes A.a. to A.c. (knowledge and understanding, application and analysis). Learning outcomes A.d. and A.e. which show that the student is able to synthesise and evaluate acquired knowledge are not necessary for testing knowledge on this level, but if the student successfully demonstrates them in the examination, they result in the highest grades.
