Knowledge and understanding
After successfully completing the course, students will be able to:
- understand the meaning of public administration and explain basic tendencies of its development
- describe and explain the position of public administration in social and political environment and understand the changes in the role of public administration, from those executing political decisions to the preparation of public policies
- understand the structure, organisation and functioning of the state administration, local and regional self-government in general and in the Republic of Croatia
- understand modern trends in the development of public services (privatisation, liberalisation, marketisation etc.) and explain the social model of services of general interest developed in the EU documents
- describe and explain basic elements of civil service system and institutes of civil servants' law, and define basic concepts of human potentials' management in public administration
- describe and understand the influence of modern administrative doctrines on changes in administration and recognise the influence of process of Europeanization and European intregration on the organisation and operation of public administration in Croatia
- identify legal rules that regulate organisation and system of Croatian public administration and recognise measures for reform and modernisation of Croatian public administration.
Application
After successfully completing the course, students will be able to:
- interpret key features and basic tendencies of the development of administration
- apply different approaches for the study of public administration
- interpret the influence of administrative doctrines and the process of Europeanization on changes in public administration
- use acquired knowledge about civil service system and public services in eveyday work
- demonstrate and interpret basic legal rules that regulate the organisation and operation of Croatian public administration
Analysis
After successfully completing the course, students will be able to:
- analyse the position and role of public administration in society
- compare and connect different theoretical approaches to the study of administration and administrative organisations
- distinguish methods of management in public and private sector
- analyse modern trends in the development of public services and categorise them in accordance with acquis communitaire
- compare and differentiate economic and non-econmic public services and the position of providers and users, as well as the role of public authorities in both categories of services
- connect reform measures with social, political and economic relations that caused them
Synthesis
After successfully completing the course, students will be able to:
- construct elementary explanations for key concepts in public administration and trends of its development
- create elementary solutions for typical problems of organisation of administrative system and individual administrative organisations
- formulate advantages and disadvantages of different modalities of performing public services
- propose elementary changes of legal rules that regulate the system of Croatian public administration
Evaluation
After successfully completing the course, students will be able to:
- judge the trends in further development of public administration
- examine the operation of administrative organisations on all levels of the administrative system using different theoretical approaches
- assess the position of public administration in its social, political and economic environment
- assess the influence of modern administrative doctrines and the process of Europeanization on changes in Croatian public administration
- evaluate the adequacy of legal regulation of Croatian public administration.
