Description:

Cumulation of different citizens- roles towards public administration and basic principles of the relation between citizens and public administration. The concepts of public value and social capital as grounds for understanding the relations between citizens and public administration. Responsiveness and citizens- participation - forms; Obstacles in the development of relations between citizens and administration. Providing and receiving information - means and methods. Forms of citizens' organisation and influence on public administration. Regulatory mechanism of the relations between citizens and public administration. The public, public relations and communication with the public as means used for improving the relations between citizens and public administration. Public (civil) charters and private sector techniques as instruments for improvement of public administration's relations with citizens. Usage of modern ICT means in relations with citizens - possibilities and limitations. Citizens and the EU - possibilities of influence.

Cognitive Skills:

Knowledge and understanding

After successfully completing the course, students will be able to:

- describe the roles of citizens towards the administration and explain basic values and principles of the relation between the citizens and administration

- explain concepts of public values and social capital on which the relation between the citizens and administration is built

- explain the importance of participation and define and explain forms of citizens' participation

- explain the concepts of transparency and openness and describe the methods and means by which they are realised

- describe the elements of ethical behaviour in civil servic and instruments of ensuring representativeness

- describe the role of civil society and its interaction with the administration and identify instruments of regulation of the relation citizens-administration

- describe the instruments and methods of increasing quality in public administration

- identify and explain possibilities and restrictions of using information-communication technology in administration, public relations in administration and political marketing

- describe main elements and possibility of citizens' influence on EU public policies, such as civil initiative, lobbying and representing different interests on the European level.

 

Application

After successfully completing the course, students will be able to:

- demonstrate different roles of citizens towards administration and interpret basic principles of the relation between citizens and administration

- interpret concepts of public values and social capital on which the relation between citizens and administration is built

- outline and interpret different forms and methods whichform the basis of the relation between citizens and administration

- conduct a small research of an aspect of the relation between citizens and administration andapply adequate legal regulation

 

Analysis

After successfully completing the course, students will be able to:

- distinguish and compare different roles of citizens towards administration and analyse basic principles of the relation between the citizens and administration

- distinguish and compare instruments and methods for improvement of the relation between the citizens and administration

- compare different forms of the relation between the citizens and administration for the realisation of individual values and principles

- analyse obstacles to building the relation between the citizens and administration

- analyse the role of civil society and its interaction with the administration and compare the instruments for regulation of the relation citizens-administration

- analyse possibilities of citizens' influence on Eu public policies.

 

Synthesis

After successfully completing the course, students will be able to:

- create manners of realisation of basic principles of the relation between the citizens and administration

- propose new forms of citizens' participation and means of giving and receiving information

- collect the data about obstacles for building the relation between the citizens and administration and propose measures for their removal

- create new possibilities for using ICT in administration

- formulate prerequisites and conduct the procedure of collecting data and their analysis and synthesis

 

Evaluation

After successfully completing the course, students will be able to:

- reexamine different roles of citizens towards administration and basic principles of the relation between the citizens and administration

- compare and evaluate concepts of public values and social capital on which the relation between the citizens and administration is built

- recommend appropriate forms of citizens' participation in the work of administration and exchange of information

- set priorities in the application of various instruments and methods for improving the relation between the citizens and administration

- recommend manners for strengthening the role of civil society and its interaction with the administration

- reexamine possibilities of using ICT in administration

- assess and evaluate mutual influence of public administration and citizens through the exchange of information and different concepts of influence

- evaluate different possibilities of citizens' influence on EU public policies.

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. Publicly present acquired learning outcomes

2. collect and synthesize data

3. actively follow and analyse relations of citizens and administration and various manners of their improvement

4. Actively present and express their own opinions and convictions about the relation between the administration and citizens, and the possibility of citizens' influence on the work of administration

Matching Assessments to Learning Outcomes:

Knowledge is tested by an oral examination and on the basis of the completion of research assignment.

Oral examination consists of testing the application of basic concepts and phenomena of the organisation theory to concrete organisations, analysis and synthesis of acquired knowledge.

The student may choose to conduct a research of a smaller scope of a selected topic and complete a research assignment in the length of 15,000-20,000 characters in consultation with the teacher, which proves successful mastering of basic concepts and the application of acquired knowledge on a concrete case. The most successful research assignments will be presented by students during the last lecture.
