Description:

The comparative method in social sciences. The models of public administration. Contemporary administrative doctrines and global convergence of administrative systems. The EU, harmonisation of European administrative standards and European administrative standards. Public administration and the political system. Democratic/undemocratic type of the political system and public administration. The varieties of democratic political systems (parliamentary, presidential, assembly) and the position of public administration within them. Formal and real relation of the government and public administration. Competences of the representative body and the President of the Republic with regard to public administration. The government: structure, the position within the system, responsibilities and competences, the centre of government. The structure of state administrations in most developed Anglo-Saxon and Western European countries. The principles of organisation of administrative bodies and division of their functions. The ways and instruments of coordination of the state administration, supervision by the representative, executive, and judicial bodies. Local self-government. The European Charter of Local Self-government. Local self-government reforms and political decentralisation of administrative systems in European countries. Decentralisation of management and administration of large cities. Localisation and globalisation. Administrative personnel. Civil servants's legislation and civil servants- systems in Western European countries and transition countries. Implementation of European administrative standards in the civil service systems of transition countries. Administrative reforms. Classification of administrative reforms. Administrative reforms in Anglo-Saxon, Western European and transition countries. Managerial, modernisation, Weberian, and Neo-Weberian reforms.

Cognitive Skills:

A. a. Knowledge and understanding

After successfully completing the course, students will be able to:

1. summarise basic comparative methods in social sciences

2. explain basic characteristics of political-administrative systems of leading Western European and Anglo-Saxon countries (France, Germany, USA and Great Britain)

3. describe current administrative processes in countries in transition and discuss administrative reforms in the context of Europeanization and adjustment to EU standards

4. identify modern administrative doctrines and their influence on convergence of administrative systems in the world

5. recognise different aims. contents and methods of administrative reforms in Eastern European and Western European countries

6. describe reforms of local self-government and indicate the process of political decentralisation of European administrative systems

7. express similarities and differendes between civil service systems and recognise the influence of civil service law in EU countries

 

A.b. Application

After successfully completing the course, students will be able to:

1. demonstrate the differences between political-administrative systems of developed Western countries

2. interpret current administrative reforms with regard to the type of political-administrative system and administrative tradition of individual countries

3. illustrate the influence of the European Union on the convergence of adminstrative systems in countries in transition

4. select and apply certain comparative experience in Croatian administrative organisations

5. use acquired knowledge in the implementation of EU guidelines and regulations

6. outline proposals of modern methods of governance

 

A.c. Analysis

After successfully completing the course, students will be able to:

1. analyse institutional and organisational solutions from comparative administrative systems

2. compare and indicate specific effects of managerial reforms in Western European and Anglo-Saxon countries

3. connect common elements of modern administrative reforms and examine the level of convergence of administrative systems

4. examine the influence of pre-socialist and socialist heritage on key problems of countries in transition and the successfulness of modernisation reforms

5. differentiate between reformatory processes in developed Western countries and countries in transition

6. categorise groups of countries according to their relevant characteristics and indicate good administrative practices

 

A.d. Synthesis

After successfully completing the course, students will be able to:

1. construct explanation of administrative models in European countries

2. make proposals for the problems of Croatian administrative system following the model of Western European countries

3. propose application of modern methods of work in administrative organisations on the state, regional and local level

4. formulate measures for the implementation of modernisation reforms in countries in transition in line with EU guidelines

5. organise performance of tasks related to the application and implementation of EU administrative standards

6. manage smaller organisational units for European integration and bilateral projects

 

A. e. Evaluation

After successfully completing the course, students will be able to:

1. Estimate the influence of political-administrative system and administrative tradition on the development and reofrms of public administration

2. evaluate the scope and effect ofmodern administrative reforms in European countries

3. reexamine the scope and applicability of comparative experience and administrative models on the Croatian institutional-organisational context

4. assess the scope of Europeanization and the level of convergence of European administrative systems

5. recommend normative, organisational and personal measures on the level of Croatian administrative system

6. conclude about the trends in global administrative processes

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. Publicly present and explain learning outcomes

2. Actively follow the course of administrative reforms in EU member states

3. Analyse the situation in comparative administrative systems and consider the problems and challenges of public administration on a global level

4. Critically evaluate and propose certain solutions for the Croatian public administrations system based on comparative models
