Description
The comparative method in social sciences. The models of public administration. Contemporary administrative doctrines and global convergence of administrative systems. The EU, harmonisation of European administrative standards and European administrative standards. Public administration and the political system. Democratic/undemocratic type of the political system and public administration. The varieties of democratic political systems (parliamentary, presidential, assembly) and the position of public administration within them. Formal and real relation of the government and public administration. Competences of the representative body and the President of the Republic with regard to public administration. The government: structure, the position within the system, responsibilities and competences, the centre of government. The structure of state administrations in most developed Anglo-Saxon and Western European countries. The principles of organisation of administrative bodies and division of their functions. The ways and instruments of coordination of the state administration, supervision by the representative, executive, and judicial bodies. Local self-government. The European Charter of Local Self-government. Local self-government reforms and political decentralisation of administrative systems in European countries. Decentralisation of management and administration of large cities. Localisation and globalisation. Administrative personnel. Civil servants's legislation and civil servants- systems in Western European countries and transition countries. Implementation of European administrative standards in the civil service systems of transition countries. Administrative reforms. Classification of administrative reforms. Administrative reforms in Anglo-Saxon, Western European and transition countries. Managerial, modernisation, Weberian, and Neo-Weberian reforms.
