Description:

The aim of the course is to acquaint students with the basic concepts of the state and governance, public administration and bureaucracy, basic democratic principles, human rights and the practice of the European Court of Human Rights, constitutions and constitutionalism, decentralization and devolution using relevant terminology in the English language. Within the course the concept, characteristics and functions of the state are defined. Characteristics and functions of bureaucracy are described. The rule of law
and the notion of separation of powers are defined. Constitution is defined and the significance of constitution and constitutionality in modern democratic society is discussed. The importance of human rights is discussed and the practice of the European Court of Human Rights is described. Concepts of decentralization and devolution are explained. Special attention is paid to professional terminology and the development of communication skills.

Cognitive Skills:

define the concept, characvetristics and functions of the state

explain characteristics and functions of bureaucracy;

define the rule of law

explain the notion of separation of powers;

define constitution and explain the significance of constitution and constitutionality in modern democratic society;

describe the European Court of Human Rights practice;

explain decentralization and devolution

apply relevant vocabulary in language exercises:

use relevant terminology.

Practical and Generic Skills:

present the acquired learning outcomes in English;

use appropriate language structures and terms in discussing the relevant topics;

develop communication skills in English;

participate in team work in the preparation of presentations in English.
