Razmatraju se razlozi ponovnog porasta masovnih zločina (genocid, zločini protiv humanosti, ratni zločini, etničko čišćenje) u svijetu, te načini njihovog učinkovitijeg sprečavanja. Posebno se analizira uloga mehanizama za rano upozoravanje i rano poduzimanje preventivnih mjera te načina da se oni unaprijede. Kršenja ljudskih prava, posebice strukturna diskriminacija pojedinih društvenih skupina, rani su znak porasta rizika od mogućih masovnih zločina. Njihovo rano sprečavanje stoga bitno smanjuje rizike. Kroz analizu međunarodnog humanitarnog prava i ljudskih prava, kao i koncepta "odgovornosti za zaštitu" (Responsibility to Protect), identificiraju se pravne, ali i moralne i političke preventivne obveze pojedinih nacionalnih, regionalnih i globalnih aktera. Predmet uključuje i upoznavanje s aktualnim istraživanjima čije je cilj unapređenje strukturne i operativne mjere prevencije.
