Description:

Introduction: Values and public administration: economic, political, legal and social values. The influence of doctrine on administrative practice: experience systematisation, experience orientation. The early development of administrative doctrine. The traditional doctrine of public administration. Cameralism and the police science. The new public administration. Its main proponents: Frederickson, Waldo, Holzer, Chandler and others. The crisis of welfare state and neo-liberalism. New Public Management (NPM). Measures and effects of the managerial reforms in public administration. Good governance and good administration. Creating the instruments for Good Governance. Lessons for Croatia.

Cognitive Skills:

A.a. Knowledge and understanding

After successfully completing the course, students will be able to:

1. Define groups of basic values in public administration

2. Describe administrative doctrines, including cameralism, new public management, good governance and new Weberian model of public administration

3. Explain the effects of new public management on public administration and governance, especially with regard to the public sector structures, staff and methods of operation

4. Describe the instruments of good governance, especially better regulation, transparency, twinning programs etc.

5. Explain the influence of administrative doctrines on administrative practice

6. Describe and explain the process of modernisation and Europeanization of Croatian public administration

 

A.b. Application

After successfully completing the course, students will be able to:

1. Illustrate how values act as an integrative mechanism of politics and administration

2. Apply postulates of administrative doctrines on public administration reforms, especially new public management

3. Select individual instruments of good governance as appropriate for Croatian public administration

4. Interpret measures of modernisation and Europeanization in Croatian public administration on the basis of individual adminstrative doctrines

After successfully completing the course, students will be able to:

1. Distinguish basic values in public administration and their influence on public governance

2. Analyse mutual influences of social processes, administrative doctrines and development of administration

3. Compare individual administrative doctrines, especially new public management and good governance

4. Analyse the influence of administrative doctrines on administrative practice

 

A.d. Synthesis

After successfully completing the course, students will be able to:

1. Formulate new groups of values that determine operation of public administration in modern world

2. Propose measures from the doctrine of new public management appropriate for the modernisation of Croatian public administration

3. Propose measures from the doctrine of good governance for further modernisation of Croatian public administration

4. Compose basic determinants of the influence of administrative doctrines on the practice of administrative organisations

 

A.e. Evaluation

After successfully completing the course, students will be able to:

1. Assess the change of dominant understanding about the role of public administration in society and the influence of dominant administrative doctrine on administrative practice

2. Compare the elements of administrative reforms and reach a conclusion about basic problems of governance

3. Examine the influence of administrative doctrines and measures on reforms of Croatian public administration

4. Select adequate measures for further modernisation of Croatian public administration.

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. publicly present acquired learning outcomes

2. assess strategic reform documents and their analysis on the level of policy measures

3. communicate information, ideas, problems and solutions of administrative systems to the professional and wider public

Matching Assessments to Learning Outcomes:

Knowledge is tested by written and oral examinations.

1. Written examination

Written examination is a test of knowledge with open-ended questions and questions of a shorter essay type. Reproduction and application of acquired knowledge is expected.

2. Oral examination

Oral examination consists of application, analysis and synthesis of knowledge acquired on the basis of literature, and explanation of individual administrative doctrines.
