Description
The aim of the course is to introduce students to the specific language register used in the context of the European Union and its institutions, as well as administrative doctrines, and to enable them to independently use literature in English. The first part of the course is dedicated to the historical development of European integration and the institutions of the European Union, their powers and composition. Special attention is paid to the Court of Justice of the European Union, its structure and the types of disputes in which the Court decides. Citizenship of the European Union and all rights deriving from it are also covered. Next, the difference between reform and reorganization is clarifies and the types and reasons for reorganization are discussed. A special part is dedicated to the SIGMA initiative, its origins, public services, human resource management and public financial management. Furthermore, two basic administrative doctrines are presented, new public management and good governance, their historical development, basic features and principles. The course ends with the presentation of e-government and its characteristics and types of e-services exemplified by e-government in the Republic of Croatia. During the course students read and analyze authentic texts in English, such as legal texts, descriptions of public administration studies in English-speaking countries, professional articles, etc.
